Martyn’s Law: Public Bill Committee calls for evidence

Martyn’s Law – the Terrorism (Protection of Premises) Bill – had its second reading in parliament on 14th October 2024. It is now under scrutiny by a House of Commons Public Bill Committee. This is standard procedure after a bill’s second reading.

Martyn’s Law is a UK-wide measure introducing security requirements to certain public venues, holding more than 200 people. This includes educational settings like schools and colleges.

Committee seeks input from interested parties

The Public Bill Committee is asking for stakeholders with “relevant expertise and experience or a special interest” in the bill to submit their views in writing. The committee will scrutinise the bill line by line. It holds its first sitting on 29th October and is scheduled to report by 19th November, however the process may conclude earlier.

Security Industry Authority to regulate Martyn’s Law

In related news, in September the Home Secretary confirmed that the Security Industry Authority (SIA) should take on the responsibilities of the Martyn’s Law regulator. The SIA was established in 2003. It licenses individual security officers and enforces private security industry requirements under the Private Security Industry Act (PSIA).
